This study is based on qualitative interviews with representatives from 18 firms and 8 education institutions in Bergen. The aim of the study was to determine whether those actors represent a commercial chain which can develop into an innovative regional business industry. The result was an application for Innovation Norway’s arena program. In spite of hard competition, the project was supported by the program and was initiated in 2010.
